Context
From the beginning, we were aware of the sensitive location, the unique character of the place where many different elements come together. The sea with its tides, the beach, the dunes, and the promenade. Belgium and France. Birds and walkers. Water, sand, concrete, and nature. How can we bring all these elements together, make them more tangible, without imposing them and without disturbing the place? We sought an experience that could be part of all these elements and become one with the place as if it had always been there.

Permanent, anchored, yet free. Meaningful.
The form we were looking for ultimately answers this question in all its aspects.

Connecting
The observation tower is positioned on the slope of the promenade. If you walk along the promenade from De Panne, the base of the observation tower lies in line with the promenade, thus extending the walk. As you climb and descend the tower, you automatically return to the promenade or the beach. The walk continues. The placement of the tower literally makes the location a link between the different elements.

Position
The view of De Panne is unique, partly thanks to the large nature reserve and the dunes that open up to the beach. This sets it apart from other Belgian seaside towns. The dunes are essentially the city's main asset. The construction closely aligns with the dunes in terms of scale, height, shape, color, material, and position, thereby enhancing the asset that makes De Panne so special.

Dynamics
The dynamic character of the construction provides the walker with a maximal landscape experience. The walk along the promenade is currently linear. The loop makes the walk more dynamic and spatial. Due to the different directions of the stairs, the walker is brought into contact with the various landscape characteristics in a new way while entering the bridge. It offers new perspectives. At high tide, the structure is partially in the sea, enhancing the overall experience. It forms the connection between land and sea.

Landmark
The dynamic, striking shape, almost a ring, positioned on the sloping plane of the promenade, distinguishes the structure from its surroundings. In this way, it gains its own identity, which we believe can become a picture opportunity. The intriguing shape, despite its relatively small scale, arouses interest and curiosity without being dominant, thus becoming a benchmark and a destination. The transparency through the structure acts as a lens, providing a focus on what lies behind and creating a link to the place one is walking towards. This works from different directions, from De Panne to Dunkirk and vice versa.

Symbolism
"The journey is the destination" is a quote from Confucius that applies here. Once the walker reaches the bridge, it will not be experienced as an endpoint but rather as a resting point. The viewpoint is positioned to continue the walk along the promenade or the beach. It is part of the walk. The path continues over the bridge, as if one is climbing a high sand dune. The structure, which can also be seen as a ring, symbolizes the connection between humans and nature, or between two countries.

References
Images of nature inspired us, particularly places where land and sea meet, with subtle, human-added elements visible in the landscape, often for practical or necessary reasons, but with respect for the environment.

Sustainability & Material
The entire structure is made of concrete, which, with its texture and color, closely aligns with the surroundings and is also resistant to the very aggressive sea climate. The structure has the robustness expected of a public viewpoint. Concrete requires limited maintenance. The material also seamlessly connects with the concrete promenade. Additionally, should the dunes be allowed to expand and stretch around and under the structure, it can stand independently on its own.

Plan
In plan, the structure has the shape of an elongated pentagon, constructed from equal stair segments connected at an angle of 108°. Between each stair segment, there is a landing, a resting point, each offering its own unique view of the surroundings. The stair constructions also serve as the 'pillars' of the bridge. In short, form, structure, and function are unified. The pillars and foundation ensure that the structure can cantilever over the beach and the sea. On the east side of the observation tower, an additional bench is provided, functioning as a resting point with a view through the structure.

Context
Van bij de start waren we ons bewust van de gevoelige situering, het unieke karakter van de plek, waarbij veel verschillende elementen samen komen. De zee met haar getijen, het strand de duinen en de wandeldijk. België en Frankrijk. Vogels en wandelaars. Water, zand, beton en natuur. Hoe kunnen we al deze elementen samenbrengen, meer tastbaar maken, zonder ze op te dringen en zonder de plek te verstoren. We zochten naar een beleving die deel uit kan maken van al deze elementen en één wordt met de plek alsof het er altijd heeft gestaan. Permanent, verankerd, maar toch vrij. Met betekenis. De vorm waar we naar zochten beantwoordt uiteindelijk deze vraagstelling in al zijn aspecten.

Verbindend
De uitkijktoren wordt gepositioneerd op de helling van de wandeldijk. Als je de dijk bewandelt vanuit De Panne, dan ligt de aanzet van de uitkijktoren in het verlengde van de dijk, en vormt zo een verderzetting van de wandeling. Als je de toren beklimt en weer afdaalt kom je automatisch terug uit op de dijk of op het strand. De wandeling wordt verdergezet. Doorde inplanting wordt de plek letterlijk een schakel tussen de verschillende elementen.

Inplanting
Het uitzicht van De Panne is uniek mede dankzij het grote natuurreservaat en de duinen die uitgeven op het strand. Hiermee onderscheidt het zich van de andere Belgische badsteden. De duinen vormen als het ware de troef van de stad. De constructie sluit door zijn schaal, hoogte, vorm, kleur, materiaal en positie nauw aan bij de duinen en versterkt de troef die De Panne zo bijzonder maakt.

Dynamiek
Het dynamische karakter van de constructie zorgt bij de wandelaar voor een maximale landschapsbeleving. De wandeling op de dijk is vandaag lineair. De loop maakt de wandeling dynamischer en ruimtelijker. Door de verschillende richtingen van de trappen wordt de wandelaar tijdens het betreden van de brug op een andere manier in contact gebracht met de verschillende landschapskarakteristieken. Het biedt nieuwe perspectieven. Bij hoogtij staat de constructie deels in de zee, wat de belevingservaring nog groter maakt.
Het vormt de verbinding tussen land en zee.

Ijkpunt
De dynamische markante vorm, bijna een ring, gepositioneerd op het hellende vlak van de dijk, maakt dat de constructie zich ook onderscheidt van zijn omgeving. Het krijgt op deze manier een eigen identiteit, waarvan we overtuigd zijn dat het een picture opportunity kan worden. De bevreemdende vorm, en ondanks zijn relatief kleine schaal, wekt belangstelling en nieuwsgierigheid op zonder dominant te zijn, en vormt zo een ijkpunt die een bestemming wordt. Het doorzicht doorheen de constructie werkt als een lens, en biedt een focus op wat er achter ligt en maakt een link met de plek waar men naar toe wandelt. En dat werkt vanuit verschillende richtingen. Vanuit De Panne naar Duinkerke en vise versa.

Symboliek
‘De weg is de bestemming’ is een citaat van Confusius dat hier op toepassing kan zijn.
Eens de wandelaar de brug bereikt, zal hij het niet ervaren als een eindpunt. Eerder als een rustpunt. Het uitkijkpunt is zo geplaatst dat ze de wandeling op de dijk of op het strand
verderzet. Ze is deel van de wandeling. De weg gaat verder, over de brug heen, alsof men een hoge duinberg beklimt. De constructie die ook aangezien kan worden als een ring, als
symbool voor de verbinding tussen mens en natuur, of tussen twee landen.

Referenties
Beelden van de natuur spraken ons aan, in het bijzonder plaatsen waar land en zee samen komen waarbij subtiele, door de mens toegevoegde elementen in het landschap zichtbaar zijn, vaak om praktische of noodzakelijke redenen, maar met respect voor de omgeving. Ook de natuur heeft invloed op zichzelf, door bijvoorbeeld verwering. Deze elementen hebben dikwijls een poëtische connotatie en wekken belangstelling.

Duurzaamheid & Materiaal
De volledige constructie bestaat uit beton, die met zijn textuur en kleur nauw aansluit op de omgeving, en ook resistent is voor het zeer agressieve zeeklimaat die er heerst. De
constructie heeft de robuustheid die verwacht kan worden van een publiek uitzichtspunt. Beton vergt een beperkt onderhoud. Het materiaal sluit ook naadloos aan op de betonnen wandeldijk. Maar evengoed, mochten de duinenvrij spel krijgen en zichzelf rondom en onder de structuur uitstrekken, kan het afzonderlijk op zichzelf blijven staan.

Plan
In plan heeft de structuur een vorm van een uitgerokken vijfhoek die is opgebouwd uit gelijke trapsleden die verbonden zijn onder een hoek van 108°. Tussen elke trap vormt zich een bordes, een rustpunt, met elk een eigen en uniek uitzicht naar de omgeving. De trapconstructies zijn ook de ‘pijlers’ van de brug. Kortom; vorm, structuur en functie zijn één. De pijlers en de fundering zorgen er ook voor dat de constructie kan uitkragen over het strand en de zee. Aan de oostzijde van de uitkijktoren wordt ook nog een extra bankje voorzien, dat als rustpunt functioneert met uitzicht doorheen de constructie.
